Preventive electrical testing is a critical measure for determining whether power equipment can continue to be put into service, preventing equipment damage, and ensuring the safe operation of the power system; it is also an effective and optimal method for obtaining comprehensive “intelligence” on electrical equipment. Therefore, China’s regulations stipulate that all equipment in the power system must undergo preventive testing in accordance with the requirements of the Power Industry’s “Regulations on Preventive Testing of Power Equipment,” so as to identify and address potential problems before they occur.

The main categories include: transformers, switches, surge arresters, power cables, insulated conductors, relay protection, grounding systems, instrument transformers, capacitors, reactors and arc-suppression coils, as well as disconnect switches and high-voltage fuses.

 

1. For power equipment at the user end and distribution rooms/substation-type packaged substations with voltage levels of 220 kV and below, perform handover and preventive tests on high- and low-voltage equipment, relay protection tests, and cleaning and maintenance of all types of equipment. Through these tests and cleaning activities, gain a thorough understanding of the equipment’s operating condition, promptly identify operational defects, and propose reasonable recommendations for defect elimination.

2. Emergency repair of distribution equipment and lines: The primary task of the emergency repair team is to promptly address sudden faults in customers’ power supply systems—including distribution rooms and lines—so as to resolve issues efficiently in the shortest possible time and restore power supply without delay.

3. The primary task of the intelligent transformation and upgrade team is to carry out intelligent upgrades of distribution rooms (including packaged substations), enabling smart data acquisition, online digital management, equipment lifecycle management, fault early warning, and energy management. Meanwhile, the on-site specialist team provides professional power-use services, delivering more reliable, energy-efficient, and secure power supply solutions for customers.

4. Outsourced maintenance and operation of distribution rooms primarily involve acting on behalf of the user to provide on-duty staffing or conduct regular inspections of the distribution room.
